I was not able to fix the vacuum but the issue pointed to this valve. i'm not sure if the new valve was defective or what, but it worked apart, but once i put the vacuum together, it kept stopping. later a shop indicated the motor was overheating, but odd it didn't shut off when apart, only when it was put together.the valve itself was broken and this was new and looked good. as far as i know the valve worked and my issue was with something else. ended up throwing out the vacuum.
